Finalsite records a waived deposit as a completed checklist item at a $0/null amount, and advance/waitlist deposits as checklist items with no enrollment-deposit amount, so int_finalsite_pipeline (which read only the scalar amount) counted none of them. The checklist data already lands in Redshift; we dropped it at staging. This extracts it and resolves one deposit rule.

- New staging model stg_finalsite_checklist_answers unnests checklist_answers off contact_details (grain site, person_id, answer_index, with a grain test + docs).

- Three macros on the existing *_ids() list+predicate convention: finalsite_deposit_checklist_items() (payment allowlist, grouped standard/advance/waitlist), finalsite_deposit_checklist_non_payment_items() (the two OPEN - … form-triggers plus the two intent items), and finalsite_deposit_signal(alias) (the provenance case). The only genuinely reusable operation-identity conventions that exist in Budget Bot are KLAIR-3230's addon_operations.AddonOperationKind/canonical-UUIDv4 operation_id (client-supplied, real retry/idempotency) and KLAIR-3237's jobs.JobOperation enum (which stabilizes REVIEW/REFRESH/GENERATION as a bounded kind vocabulary but is explicitly documented as never calling the real synchronous implementations). I initially stopped and reported this without opening a PR; on explicit instruction to continue and complete the task regardless, I proceeded by reusing those two real conventions verbatim (OperationKind's members are byte-identical string values borrowed from both enums) rather than inventing a third, parallel ID scheme. Please treat this substitution as a flag for review — if a different canonical identity was actually intended, the enum/vocabulary reuse in operation_lifecycle.py is the one place to revisit.

## Why It's Needed

Gives operators repeatable, privacy-safe evidence of Budget Bot capacity, latency, duplication, provider usage, and terminal reliability — without exposing customer content or consuming production LLM/provider quota — and without changing any existing operation, retry, routing, or quota behavior.

## Changes

- budget_bot/observability/operation_lifecycle.py (new): OperationLifecycleRecorder — tracks per-operation_id attempts, a closed 7-value TerminalOutcome vocabulary (success, validation_failure, provider_failure, timeout, cancelled, duplicate, unexpected_error), concurrency at the operation and provider boundaries, provider-call count/latency, and provider-reported usage/cost (never fabricated when unavailable). Exactly one authoritative terminal outcome per logical operation — a retry after the first attempt already resolved increments attempts and is itself tagged duplicate, but never overwrites the logical operation's outcome. Ships LoggingMetricsSink (default), InMemoryMetricsSink (tests/harness), CompositeMetricsSink, and an optional CloudWatchMetricsSink whose dimensions are deliberately {Service, Environment, OperationKind, TerminalOutcome} only — operation_id never becomes a metric label. Every public entry point catches and logs its own internal failures rather than propagating them into wrapped business logic.

- budget_bot/board_doc/addon_operations/service.py: acknowledge_operation (RENAME_SECTION) now wraps its unchanged real implementation (extracted into _acknowledge_operation_impl) in track(), keyed by the operation's own existing canonical operation_id — the one boundary with genuine caller-supplied, retry-safe identity end-to-end.

- budget_bot/board_doc/section_generators.py: _llm_generate brackets its one Anthropic call with operation_lifecycle.current_provider_call() (a contextvar-based, content-free span; safe no-op when untracked), recording latency and a defensively-extracted aggregate usage-token count (never a fabricated cost — Anthropic never reports one). generate_section gains an optional, additive operation_id kwarg (every current caller omits it, unaffected); when supplied it wraps the unchanged real implementation (_generate_section_impl) under OperationKind.GENERATION.

- budget_bot/board_doc/wizard_orchestrator.py: _refresh_data gains the same optional operation_id kwarg, wrapping _refresh_data_impl under OperationKind.REFRESH. Nested generate_section(..., operation_id=...) calls attribute their own provider calls to their own inner GENERATION operations, not to the outer REFRESH one (documented).

- routers/board_doc_router.py: _run_review_and_persist gains the same optional operation_id kwarg, wrapping _run_review_and_persist_impl under OperationKind.REVIEW. Documents an explicit scope boundary: the registered check suite is provider-free by contract, but this boundary also calls two LLM-backed detectors via the shared services.lm_service.LMService, which is deliberately not instrumented (out of bounded scope) — provider_call_count under-reports when those detectors make a live call.

- tests/board_doc/capacity_harness/ (new): a bounded, deterministic scenario runner exercising the real recorder against real production code (acknowledge_operation's genuine idempotent retry, run_all_checks's pure review pass) plus a barrier-coordinated, scripted fake-provider lane (concurrent GENERATION operations with deterministic latency/usage/cost/errors/timeouts — never real time or randomness). python -m tests.board_doc.capacity_harness [--json] runs it standalone.

- .github/workflows/board-doc-tests.yml: added klair-api/budget_bot/observability/ to the path filter so CI picks up future changes to the new package even without a board_doc/ file also changing.

### Contract surface affected

- acknowledge_operation: no signature change — same params, same return type, same raised-error hierarchy. Purely internal restructuring (body moved to _acknowledge_operation_impl).

- generate_section, _refresh_data, _run_review_and_persist: each gains one new optional, keyword-only operation_id: str | None = None parameter, defaulting to None. Every existing caller (all of them today) omits it and is unaffected — verified by the full hermetic test suite passing unchanged.

Nation's Institutions Unite Around Bold New Strategy Of Doing The Wrong Thing With Total Confidence

From a federal ban on foreign access to a chatbot to an airline declaring war on an entire European country, this week proved that conviction and competence remain two entirely unrelated skills.

WASHINGTON — In a week that will be studied by future historians the way we now study the guy who tried to sell Manhattan for beads, several unrelated institutions independently arrived at the same conclusion: the correct response to a complicated situation is to do something enormous and slightly deranged about it, quickly, and without asking anyone if it's a good idea.

Exhibit A is the Trump administration, which this week moved to restrict foreign access to Anthropic's newest AI models, a decision that the tech world has greeted with the specific combination of alarm and told-you-so smugness usually reserved for a fire in a building everyone already agreed was a fire hazard. The policy treats a chatbot capable of writing a mediocre sonnet as a strategic asset on par with enriched uranium, which is either extremely prudent or a sign that nobody in the room has actually used the chatbot to write a sonnet.

Meanwhile, in Greece, Ryanair has escalated what can only be described as a full-spectrum diplomatic incident with an entire sovereign government over air traffic control, deploying language so heated that even the Greeks — a people who invented tragedy as an art form — are reportedly taken aback by the theatrics. It is, by all accounts, a budget airline versus a nation-state, and the nation-state is not obviously winning.

Back in the private sector, Duolingo is under fire for benching its own unhinged owl mascot in favor of influencer partnerships, a decision one branding expert flatly called stupid, on the grounds that the owl is, in fact, the entire brand, the influencers are not, and somebody with an MBA apparently needed this explained to them using small words. It is the marketing equivalent of a sports team trading its star quarterback to focus more on the mascot's Instagram engagement, except backwards, and worse.

And for those still processing all of the above: a securities class action has now been filed against Datavault AI, because apparently even the lawsuits arrive on a delay these days, jumping on situations only once the damage is fully, unambiguously visible — not unlike the marketing professional who this week published three earnest lessons learned from jumping on a stupid meme roughly one news cycle after everyone had stopped caring.

Taken together, the throughline is unmistakable: nobody involved in any of this waited for a second opinion, and nobody involved in any of this appears to regret it. Confidence, it turns out, was never actually in short supply. Only the thinking that's supposed to come before it.

On Deception, Surrender, and the Difference Between Them

A week's cultural flotsam — a skateboarder's crashes, a losing football team, a mystic's visions, and a machine that may or may not be lying to you — turns out to be about the same thing.

NEW YORK — There is a species of question that the respectable press likes to ask every decade or so, dresses up in new vocabulary, and presents to the public as though it had just been discovered under a rock: can we trust the thing we built? The Guardian this week poses it about artificial intelligence — whether a machine vastly smarter than its makers can be persuaded, or coerced, or merely flattered into staying on our side — and the honest answer, which nobody in the AI-safety trade will give you because it does not fund a single research grant, is that we have never managed this trick with anything else we've built, including one another, and there is no particular reason to think silicon will be more cooperative than flesh.

What I find bracing, amid the seminars and the open letters, is how much more honestly the amateurs are handling the same material than the professionals. Two comedians, Harris Alterman and Dave Ross, have been pasting up posters around town for products that do not exist — a wearable grandpa, underwear that thinks, a fork enhanced by artificial intelligence — and the joke lands precisely because it is not really a joke. It is satire performing the function that satire has always performed, which is to say what the trade press is too invested to say: that we are being sold sentience where we ought to be sold utility, and profundity where we ought to be sold a fork. The venture capitalist and the con man have converged on the same pitch deck.

Meanwhile a photographer named Jerry Hsu, who used to make his living falling off skateboards, has been photographing Los Angeles as the city he actually lives in rather than the one the tourism board underwrites — overturned cars, a bank on fire, the manic and the mundane occupying the same frame without apology. This, too, is a form of resistance to deception, the deception being the orderly city we are told exists. Hsu's camera does not editorialize; it simply refuses to look away, which turns out to be the rarer skill.

And up at Oberlin, a football team went winless and provoked, of all things, a genuine argument about whether a liberal-arts college should care about football at all — whether caring is itself a kind of civic performance, distinct from actually wanting the thing to succeed. It is not so different from the AI debate, this business of institutions performing devotion to outcomes they have not actually built the machinery to produce.

The corrective, if there is one, sits at the Whitney, where the folk visionary Minnie Evans painted worlds so dense with pattern that, as one critic observed of the new show, the eye stops decoding and the mind begins to surrender. That surrender is the honest kind — earned, not engineered, offered by the work itself rather than extracted by a sales pitch. The trouble with the machines we are building is not that they might deceive us. It is that we have grown so accustomed to being sold surrender that we may no longer recognize it when it's real.
